Where To Complain?

I have applied several times for connection but they are refusing because of the distance from exchange.
Can anyone tell me where to complain about it?
I am from Kolkata.

the problem is with the service provider, take my opinion and dont get bsnl or u will will regret it.
(if u have money to waste then only use bsnl)

DSL Lines should be given only within 5 Kms of Telecom Center where all the equipment is.....when u are far to the telecom centre...u will get slow speeds (IMG:http://www.holyplanets.com:8080/style_emoticons/default/original.gif)

The distance means they will spend more to give you a line then earn out of it. These are called TNF lines (Technically Not Feasible).
